The Wells Police Department arrested the Former Howland Police Chief this morning for sexual assault.
72- year-old Carl Smith had four warrants out of Penobscot County for gross sexual assault.
Smith served as a law enforcement officer for 18 years and for 13 of them he was the Howland Police Chief.
A joint effort by State Police and Wells Police lead to officers locating Smith in a hotel in Eddington.
Police say it was reported Smith had a handgun and they deemed him to be dangerous.
Once Smith checked out of the hotel Saturday morning, police say they followed him North on Post Road.
Police tell us they waited until he was in an unpopulated section of the road to pull him over.
They say they found a loaded Colt 38 special snub nose pistol in Smith’s boot.
Officials say Smith was in the military for 32 years.
He was taken to the York County Jail and not allowed bail.
