Maine Gov. Paul LePage has directed the city of Waterville to fly its flags at half-staff in honor of its former mayor who recently died. The governor’s office said on Monday that state of Maine flags in the city should be lowered from sunrise to sunset on Tuesday. Richard J. “Spike” Carey of Belgrade, died on Friday at the Maine Veterans’ Home in Augusta. He was 84. Carey served eight years as mayor of Waterville from 1970 to 1978, the city’s longest-serving mayor. He also served in the state House of Representatives from 1967 to 1978. He later became the director of the Maine State Lottery from 1978 to 1985.
