Deal Could Be Offered to Deer Isle Woman Accused of Running Over, Killing Boyfriend 

A woman from Deer Isle accused of fatally running over her boyfriend with a car could soon be offered a deal to wrap up the case.29-year-old Kimberly Phelan was in court Thursday in Ellsworth.She’s charged with manslaughter, aggravated oui and reckless conduct.Assistant District Attorney Mary Kellett told the judge the District Attorney’s office hopes to make a settlement offer to Phelan by the end of the week.Police say Phelan told them she and 31-year-old Andrew Ray had been drinking and were on their way back to Deer Isle in September when they stopped to smoke pot in Blue Hill.Police say she told them they argued, Ray punched in the passenger side window and, while trying to move away, she ran over him.Ray died at a hospital.Based on court records Phelan’s blood alcohol level was nearly twice the legal limit.If a settlement isn’t worked out, Phelan’s scheduled to be back in court in August.
