Hampden Coprehensive Plan Can’t Be Adopted 

Hampden has done away with its new comprehensive plan, one that’s recently raised controversy in town.TV 5 news has obtained a copy of an e-mail town manager Susan Lessard sent to town councilors Thursday.It says even though the town approved the plan, it never got the okay from the planning board.Without that approval, the town charter says the plan can’t be adopted.Some residents had raised concerns over the plan, saying it’s too intrusive and threatens their rights.Crowds have turned out at town meetings in recent weeks calling for a repeal of the plan.At a meeting earlier this week, councilors decided to form a committee of citizens to review the plan.In the e-mail from Lessard, she says she asked the town attorney to review the adoption rules for the comprehensive plan.Lessard says the attorney’s opinion is that since the 2010 plan was not properly adopted, the 2001 plan remains in effect.The issue is on the agenda for the next town council meeting Monday, March 21st.
