Group Opposes Nominee to Head Environmental Department 

An environmental group is asking federal authorities to look into whether Governor Paul LePage violated federal law with his appointment of Darryl Brown to become the state’s environmental chief.The Androscoggin River Alliance says Brown’s appointment violates the Federal Clean Water Act because of his stake in an engineering and consulting firm helping developers get state and local permits. The provision specifies that anyone receiving more than 10% of their income during the two previous years from water pollution permit holders is barred from heading an agency responsible for issuing those permits.An attorney says the issue isn’t Brown’s personal integrity, but he notes that by Brown’s own account his income level appears to exceed the federal limit.The group says the blame would lie with LePage and his transition team.
