State Freezes Hiring in Face of Budget Shortfall

With the state facing a possible $100,000,000 shortfall due to less than expected Medicaid funding from the federal government, Governor Baldacci has ordered a state hiring freeze. The freeze effects vacant positions and limits overtime, travel and other expenses. But does allow for emergency exceptions. The Governor has signed similar orders since 2003 to address revenue shortfalls, and is also looking at possible program curtailments to address the shortfall.
