A jury found 65-year-old Robert Newell, former Indian Township governor, guilty of 29 of the 30 counts against him.
47-year-old James Parisi Jr. was convicted on 11 of 21 counts.
The jury in Bangor deliberated more than 24-hours, over three days.
The government argued that the men spent hundreds of thousands of dollars of federal funds between 2002 and 2006 on uses not allowed by law.
Both men are free on bail.
