THE TOWN BROUGHT IN TOM RUSSELL, A BANGOR LAWYER, AS AN IMPARTIAL THIRD PARTY TO REVIEW THE AMENDMENT. HE SAYS THE PROPOSAL ISN’T LEGALLY SOUND.
