Police Shooting Ruling 

Rowe announced Thursday that Indian Township Officer Alexander Nicholas II and Game Warden Scott Francis were legally justified in using deadly force against 40-year-old Douglas Kelley on May 12.

According to Rowe, Kelley was drunk when he drove to the reservation and confronted his ex-girlfriend, lamenting that she no longer loved him before pulling a handgun.

Rowe said the officers were called to the house and shot Kelley when he pointed his gun at them and ignored repeated warnings to drop his weapon.
