So developer Niemann Capital will use their own money to begin renovating two of the smaller buildings on the 20-acre site.
The Arsenal was first built in the 1820s, and was busy during the Mexican and Civil Wars.
Developers plan to turn the buildings into residential, office, and commercial space.
