(AP) -The records werefound near the State Archives Records Center in Hallowell as part of an investigation into how state government handles personal information.

Secretary of State Matthew Dunlap characterized the incident as disturbing. He said that even though no laws were broken, it highlights a need for new policies and procedures to safeguard personal information of Maine residents.

The documents were records requests that had been sent to the center by state employees who needed access to files stored there.
