Assata Sherrill says she was walking along the Bangor Waterfront on March 24th when the boys threw rocks at her and yelled racial slurs.
A 17 year old and a 13 year old have been charged with disorderly conduct in connection with the incident.
Police say the other teen at the scene did not take part in any criminal activity, so he won’t be charged.
Sherill is a retired Detroit police officer. She says she still hasn’t received an apology from the boys.
She also says she’d like to see them go to counseling.
The AG’s Civil Rights Division is asking that the boys’ actions be ruled a hate crime.
If the teens are found to have violated Maine’s Civil Rights Act, they’ll face fines of up to five thousand dollars a piece.
