The agreement provides money to remove coal tar deposits left by the old gas works facility.

In 2002 the city filed a lawsuit against Citizens Communications Company of Connecticut, which took over the gas works.

A judge ruled that the company is liable for 60% of the cleanup costs, and the city is responsible for the rest.

City councilors voted Monday night to accept a settlement in which the company will place nearly $8,000,000 into an escrow account, which the city will draw on to pay for the cleanup, then foot the bill once that fund is depleted.
